Finland is keeping pace with Europe’s fast-evolving security environment through a new data and artificial intelligence strategy designed to modernize its defense operations.

The initiative directs the Finnish Defence Forces (FDF) toward data-centric command and control (C2), reinforces information and knowledge management, and fosters closer collaboration with the defense industry.

This year, the FDF partnered with NestAI — a company specializing in C2 as well as intelligent unmanned systems — to advance AI capabilities for defense use.

NestAI is backed by PostScriptum, chaired by Peter Sarlin, who also co-founded Silo AI, Europe’s largest private AI lab.

Defence Chief General Janne Jaakkola highlighted that AI integration will reshape military operations, stressing the importance of the FDF being “forerunners” in adopting advanced technologies.

“To achieve this objective, we continuously search for the best competence and partners to support us in this development and ensure our capability to react to rapidly changing security threats,” Jaakkola said

“Strong cooperation guarantees the necessary competence and competitiveness in this race.”

Moving Towards Data-Centric C2

The strategy sets a clear path toward data-centric C2, combining structured data with the real-world experience of military personnel to support faster, more accurate decisions.

A key focus is deepening cooperation with industry partners, whose expertise accelerates the integration of AI across defense operations.

The approach encourages proactive use of data and analytics, enhancing operational processes and supporting decision-making at all command levels.

The FDF also plans to expand the use of facilitation intelligence and introduce systematic upskilling programs to ensure personnel can operate effectively with emerging technologies.

“In line with PostScriptum’s mission, NestAI is committed to building next-generation physical AI and strengthening Europe’s defense capabilities in cooperation with the Finnish Defence Forces and other European partners,” Sarlin noted.

‘Centre of Excellence’

The partnership with NestAI, along with other leading companies, will also lay the foundation for the upcoming FDF AI Agency Centre of Excellence — a hub for expertise, product development, and cooperation networks focused on applying AI to defense needs.

Set to launch in early 2026, the center will form the backbone of Finland’s long-term military AI ecosystem, supporting innovation and operational readiness for the FDF.
